IMPACT OF 0RGANIZATIONAL AND MANAGERIAL FACTORS ON THE EFFECTIVENESS OF RURAL TRANSPORTATION PROJECTS IN BINH DINH: A STUDY OF 100 PROJECTS (2020–2024)

Abstract

This study analyzes the impact of management factors on the effectiveness of rural transportation projects in Binh Dinh province during the 2020–2024 period through a survey of 100 projects. Multivariate regression results indicate two key influencing factors: construction supervision (β=0.42) and government support (β=0.35), which together explain 68% of project effectiveness (R²=0.68). Medium-sized enterprises outperformed small enterprises in planning capacity (4.1 vs. 3.5 points), construction supervision (4.4 vs. 3.8 points), and completion rate (85% vs. 72%), with p<0.01. Land clearance emerged as the primary barrier: 45% of projects were delayed by 4.2 months due to land disputes, and 30% faced 2.1-month delays due to administrative procedures, showing a strong negative correlation with project effectiveness (r=-0.67). Local variations were notable: Tuy Phuoc district led with an 88% completion rate and a project management score of 4.2, while Hoai Nhon and Van Canh faced greater challenges (65–68% completion). The study recommends: (1) Applying technology in construction supervision, (2) Simplifying land clearance procedures, (3) Providing capacity-building training for small enterprises and local officials, and (4) Developing a centralized land database.
